that's *very* easily solvable.  "i'm sorry, once your vote is cast, it can't
be changed."  when you drop your ballot in the box on election day, can you
rummage through the box and find yours if you change your mind about
something?  nope.

except in those cases where some people could be bullied into changing their
vote so something is passed/not passed.
