Not exactly.  I was thinking more along the lines of something a little more
formal and decisive.

Example:  (..stealing a bit from Amanda's (most excellent) org chart)

An admin structure shall be established with four separate functions each of
which is to be made up four groups of people.  The four groups are to be,
Monkey See, Monkey Hear, Monkey Speak and Monkey Do.  Each member of a group
is to have full admin rights to all functions necessary to carry out the
duties assigned to their group.  The intention of this division of
responsibilities is to minimize the amount time that any one individual is
required to spend at those tasks over the course of a week and equalize the
workload more evenly between the different admin groups.  It is also
intended to provide a working environment whereby the group members have
administrative access to the functions necessary to carry out those tasks.

Each group leader will have the final decision making authority for that
group and the tasks that the group is responsible for, (including but not
limited to work scope, method of completion, tools used to perform the
work).  A group leader's decision can only be overridden if the remaining
three group leaders veto that decision.  This is intended to give each group
the ability to make decisions in a timely and efficient manner and give each
group a semblance of autonomy.

A group leader can be removed from their position by a unanimous decision by
the other group leaders, a 2/3rd's vote of that group's members, or a
2/3rd's vote of the steering committee members, (not quorum but members).
This will provide a 'check' between the groups while still providing each
group with the balance in their respective positions, (due to the need of a
2/3rds or unanimous decision to be vetoed and/or removed).
