Well, given that Drupal itself is used to track Drupal bugs on 
drupal.org is it time to enable Drupal's project.module?
It may not be the best bug tracker in the world but it will do the job 
and it'd be integrated right into the site. One less piece of software 
to maintain too.

Of course it also happens to be the one I'm most familiar with so maybe 
I'm a little biased :)
