Actually they are both pointing to the same spot.  I just tried to use the exact location to see if that would fix it, but it didnt.

I have used SSI in the same context before, with no problems at all, but this time it just isnt working.  Does it not like webpages that are ENTIRELY SSI except for a few bits of text here and there?
