not having it should be considered an oversight then.  to be semantically
correct, we should be defining the :active pseudo class for all links.

*but* there is nothing styling the <a> tag, which is what i'm saying is the
problem.  we just need to throw a class of pagetitle2 on the <a> tag in that
cell and put the corresponding css in the stylesheet.
