That we're somewhat overloaded, I think, ought not to be in dispute.
Outbound mail processes have had the overall load at >100% for years.
My default position would be to make as much room for that as
possible, and Apache is (imho pointlessly) sitting on over 50% of the
box's available memory at all times.
