They got a lot of noise in alt.sci.seti about this. There have been
inputs from CNS and people at the scene.

Apparently, the OFCs were 'in the way' and were hacked in the due
process of getting to the copper cables. The main line has been
re-laid and now only the splicing needs to be done. This is causing
the main delay in getting the servers back online actually.
Apparently it is pouring there and the spot is in some rough terrain
and hence the heavy equipment required is having problems in reaching
the spot.
