No, they're just not very good at it. They're very much a production push
company, rather than a consumer demand pull company, so they try
to sell what they want to make, rather than what the consumers actually
want.

It's more common than you'd think, even in large companies. It
wouldn't suprise me if every consumer electronics company you
can think of worked like that even 2 years ago. Most of them are now
changing, but aren't there yet.

The Beeb have been under massive pressure to commercialise everything
except the core broadcast capability for some years - selling the
stuff helps them fight off privatisation.

Actually, they do have some commercial digital channel - News24
and BBC Choice for 2.

They also sell their programming overseas both recorded and as
distribution via Cable operators in Europe.
