Sorry, Dave, you can't posit a simplistic link. I've seen people
on full funding who otherwise were leaving school at 16 and getting
a deadend job.

Both happen, but which is the better to assume as the default?
Exclude everyone because some people take advantage? Or spend
more than necessary on the tax budget because you don't want to
exclude anyone?
