Yes

There are companies who will handle either of these for you.

For Canada, there's a points system - you get points for
* Being young
* Being educated (and hitech is *good*)
* Having close relatives there
* Not being poor
and a bunch of other stuff.

If you get over the threshold, you're in.

Freelance in Canada might be tricky, but if you were
founding a *business* likely to employ Canadians, you're
golden.
