A little clear lacquer on the store's front window will make it 
adhesive enough that the paper will stick. Then, after you paste 
the paper on the window, another coat will protect it from the 
rain.  Takes about 2 minutes to dry.

They can get it off with razor blades, or with lacquer thinner.

I figure litter and pollution is private property, and it ought to be 
returned to the owner.

PS. As long as I'm passing out handy hints, I might point out
that flour keeps things from sticking. Always flour your pizza
pans before you bake a pizza. And be sure to flour your 
outgoing mail, too, so none of that anthrax in the post office 
ends up sticking to it. You wouldn't want to be responsible for
the people opening your mail getting sick.
