As does the US.  In common with the other 4 'nuclear'
signatories it's obliged to enter total nuclear disarmament 
talks 'in good faith'.  None of the 5 is doing so.

Not going to enter into the general thread but on
nuclear-weapons-related stuff I'll chip in for factual
from time to time.
