This was at no point true for the NATO members
at any point after about 1965.  NATO's doctrine
until 1996 was based on something called 'flexible
response'.  Flexible response basically boils
down to this:  When we start to lose at level 1,
we escalate to level 2.  That includes nuclear
weapons at the upper end of the scale.

Most people in the west believe the same thing
you just echoed.  The *fact*, however, is that
we were always, definitely, going to drop it first.
