Yes, you are right.
Let me tell you about a true event from the life of Prophet Muhammad.

Once in the month of Ramadan, in the Holy city of Madina, a Jew was sitting in
his shop. He saw his son, who was walking in the street. He was eating
something. That Jew shopkeeper got up and ran towards his son and slapped him on
his face. He said to his son, "Don't you know it is the month of Ramadan and you
are eating in the street?"
Prophet Muhammad announced that this Jew was better than many Muslims and he had
become one of the dearest people for Allah.
At that time, there were a lot of Jews living in the city of Madina. The
non-Muslims were not prohibited to eat publicly in the month of Ramadan.
