Hey, great, let's install fascist/brutal regimes and that'll definitely
lower crime!  And quality of life!  And limit/eradicate personal freedoms!

Or possibly "things usually regarded as crimes in most civilised societies
went unchecked, and thus not reported as crime per se".  It's not really a
crime if the act is perpetuated by the state, noh?
