"Under the new policy, the US Immigration and Naturalisation Service (INS)
will routinely fingerprint, photograph and question potential entrants,
checking their pictures and prints against criminal and terrorist databases"

Personally I'm all for doing this to any person (US citizen or not) entering
and exiting the country. But time and resources are a factor (imagine what
the US/Canadian border would be like!).
So what's the logical decision?... narrow down the scope to countries that
have hostilities towards the U.S. (or countries that produce people that
have hostilities towards the U.S.)
