i am sure this was also because of national incoming-outgoing bandwidth
limitations.

for instance in kenya, it is prohibitively expensive for ISPs (due to govt.
laws )
to get direct international uplinks & downlinks - they end up going through
a
govt. telco body.  National bandwidth to the outside world is probably less
than 20 - 30 megabits (and that is distributed for public use )

the UN  office in kenya has more bandwidth than the rest of the country
(384mb) !
(they dont go thru the govt. telco)

i remember reading some stats a while back -
china stood at around 2 gigabits , india was at 800 megabits...
