Yes.

UKP 29.99 a month (US$46) for 512down, 256up single static IP ADSL
UKP 11.75 a month (US$18) for 56K single static IP dialup (0844)

The ADSL is with Freeserve, and is my primary connection.  The dialup is
with Demon Internet, and is in case the ADSL falls over - the static IP is
great as I have it set as my backup MX and it allows mail to flow in.

I also use Freeserve's and BT Click's no-subscription-fee 0845 services
while on the road with the laptop, although I usually just dial back into
the house and get a nice protected connection, with a private IP address
behind my firewall.

Also, if I'm the DSL falls over while I'm trying to work, my employer lets
me use the company one.tel account to charge my work-related dialup costs to
their account, meaning I can get on with work without worrying about call
charges.

Depends on your definition of 'free'.  There are no 'pay nothing, get
service' ISPs in the UK to my knowledge.  There are plenty of 'pay monthly
fee, no call charges' providers, and 'no monthly fee, pay call charges'
providers, but none with the true definition of 'free', i.e. costs nothing,
period.
