Actually, many public transportation agencies are technically
non-government.  For example, DART, here in Dallas, is an independent
organization that the City of Dallas (and something like 12 suburbs)
subcontract their public transportation needs to (and receive part of the
associated profits).

However, this does not mean that it isn't also completely wrapped up in
local politics.  Which means that they must meet bring major organizational
and route changes before the City Council and must follow many standard
government-level guidelines, including Minority- and Women-owned business
subcontracting and accessibility.

Of course, you can also make assumptions based on the domain names (which
is .org for DART and .com for MARTA).  And not all cities operate the same
way (I think New York and Chicago are government-operated, right?).
