[thechat] Can't open IE from Outlook XP

OK all you Win2k gurus. Help.

On my Win2k computer: I just installed Office XP which
loaded Outlook XP. All looks good, except...

When I click on a link in an email, instead of loading
an IE page, I now get "This operation has been cancelled
due to restrictions in effect on this computer. Please
contact your system administrator."

Since I'm not an experienced Win2k/XP Admin, I'm lost on
where to go to fix this. I guess I've lost 'permissions'
to run IE from another app. IE runs just fine if I call it
directly. Any suggestions?
