it only snows around the freezing point (of water, 0
degrees celsius).  if it's colder than that, it's too
cold to snow.  warmish air has to hit the clouds for
them to drop their contents.  it could hail freezing
sleet, i guess, but i'm not sure up to which
temperature. (i am not a scientist)
