[thechat] Cable access reliability

Hi.

Unfortunately for me, high-speed "always on" connectivity providers in
India are still scarce. In my city, there are only two cable access
providers. One of them is so good that I can't even get to speak to a sales
person. They give me a "reference code" and tell me that a sales person
will call back in 48 hours. That was two weeks ago. Bah!

So that leaves me with just one provider. When I talked to them about
uptime, he said that I should only expect about 85-95% uptime for the
connection because of various factors that may cause downtime. Among these,
he cited Internet gateway problems, line noise, and interference from
electrical appliances. He said he's just trying to give me a realistic
picture, and that there are customers who get 95-98% uptime.

What I'd like to know is whether such problems occur in the US/UK as well.
If you're on a cable connection, how much downtime do you have?
