That certainly agrees with my experience to date though there are many
notable exceptions. Free and OSS seem to be more commonly found in the
same application on platforms other than Windows. That is to say there
are many high-quality free Windows apps but such free apps are less
likely to be Open Source as well. A search on
http://www.sourceforge.net/ does turn up a surprising number of Win32
applications that are both free and OSS.
