I know what you're saying, Lach, but you're (unintentionally or otherwise) 
picking a bottom-of-the-heap CPU. If you get a reasonable 1 GHz CPU (P3, 
P4, or AMD) and spend the extra moolah on more RAM, a kickass video card, 
and a good HDD, you'd be getting more value than plonking down money for a 
3.2 GHz CPU.

Past a certain point, it's the law of diminishing returns for CPU power, 
unless you're into serious multimedia work or games, of course. If you had 
to render scenes for LoTR, yes, you'd love the extra speed.
