Why would you think that's photoshop?  Mountains surrounded by plains 
do amazing things. The humidity, sun, differences in temp - all add up 
for things you'd think are impossible.

I don't know if it's PS or not.

They're called lenticular clouds and I've seen a small one in Washington state several years ago.  http://vortex.plymouth.edu/cloud.html has a paragraph of explanation at the bottom, with inline links to more photos. (This page has decent descriptions for most cloud types in general.) http://www.crystalinks.com/lenticular.html starts the page with the same photo that Kevin mentioned.
