People forget that c is the speed of light IN A VACUUM.
The speed of light varies in other media.

299 792 458 m/s in a vacuum
299 702 547 m/s in air
228 849 204 m/s in ice
225 407 863 m/s in water
199 861 638 m/s in water
                  0 m/s in asphalt

A lens works because it changes the speed of light. The ratio at which
light is slowed down is called the refractive index.
