people with voting rights don't have to vote. they have the option to vote.

i have NFI. is it necessary that we differentiate between priv1 and priv2 in
that fashion simply because priv2 chooses to put in some info about
themselves (however little or fake). i think the greater distinction would
be between general member and voting member (with that priv assigned based
on greater participation).
