yes, you're understanding was mistaken. anybody user can author a faq.

that's correct. only a user with a priv >= 3 can assign a keyphrase to an
article.
that doesn't keep the user from submitting a faq though since the keyphrase
can be assigned to the article later.

this is the workable solution. in fact, it's up to the admin to remember to
add the keyphrase on faq articles.
