it wasn't about if the ops are frequently around or not, i was answering a
question whether they had temporarily assigned op status while they were
present or whether they were permanently assigned to the access list. and
that could be figured out based on their presence at the time of the access
list request.

i know who jungwirr is and i'm certain that both times when i did the
access list requests he wasn't present, i'm sure he wasn't, because after i
did the first request, i wanted to confirm that jungwirr was russ, and
looked for him, but he wasn't there, i did confirm however when he arrived.

besides, i wouldn't have said he wasn't there if he were.
