in terms of content privileges, in w.e.o they should be able to see
anything that has a priv=4 or lower, except i don't think this is
implemented yet

in terms of function privileges, in w.e.o they will have access to all
admin functions like edit and approve articles

not sure how the other *.e.o sites handle function, but i don't think any
of them have implemented content privilege
