+1. That's pretty much what I'm getting at.

I'm also trying to create *less* of an administrative headache where
someone says, "I want to change my vote" or even "I've been thinking
about the issue and I think I didn't understand what I was voting for
and now want to change my vote." Then we don't have to go through who
gives them that privelege or have an argument about whether they should
be allowed. As long as the vote is open, there should be no reason not
to allow a change.

Once the vote closes, that's it.
