Yup. I think anything which significantly affects another group would do
well
to go through the Steering Committee who would approve it in principle
on behalf of evolt.org.

IOW if my group wants to screw with your group, we can't just impose
our decision without getting the approval of the entire organisation
(where your group of course will be represented). Once that's
gained, it's up to your group to work out *how* to do it, which is
inside your black box.
