30,000 foot version? Volunteer, hang around, talk sense, convince people
you're going to do more Good Things than Bad Things. If a group lets in
someone who does more Bad Things than Good Things, and egregiously
allows that person to keep doing them, the SC steps in and persuades the
group to keep a tighter hold on things.

No doubt each group will have their own detailed version.
