Sysadmin should decide how best to spend the budget. Sysadmin should be
a) better qualified
b) able to decide faster as it's a smaller group.

I as a non-sysadmin have no valid input on the detail, other than the 
principle of "that's your budget, and we want it right fecking now, so 
don't hang about"
