I'd +1 to a customised packaged CMS (see my posting on the other thread 
about drupal). Not that it really makes a *lot* of difference to me - 
but I think it'll save lots of hassle for everyone else.

And yes, I don't think that we'll get 100% of the functionality of the 
existing site and I appreciate that if we go with something that is 
packaged we'll have to manage expectations and change for all evolters 
who use and manage the site.
