I'm wondering if the amount in question would be better served by
standard FAQs on the site if it's member-focused... although for real
internal stuff: sysadmin type info and "Standard 'bog off' response to
people who want their postings removed" it'd be fine, with anti-Google
robots.txt/metadata...

Point 2 is relatively easy - restrict to registered users (and keep an
eye on registrations, or even only give them out to approved ppl)
