how many articles of all the articles actually have internal anchors?  my
personal feeling is that there aren't enough articles to warrant the
concern.  furthermore, if an article is so big that it needs internal
anchors, maybe it needs to be broken up.

i'm fine doing a redirect, but that means two hits to the server to serve an
article with a keyphrase link to it.  not an optimal solution.

what format would that be?

that's already a non-issue, internal anchors can be coded with a leading
slash and no protocol or domain name.
