[thesite] notification timestamp

FYI the notification about the addition of a comment had the following
headers

in real life it was sent around 10:30 eastern daylight = 9:30 central
daylight (where the server's at)

EDT is GMT-4 and CDT is GMT-5

the message showed up in my inbox with a timestamp of 5:35 on it

i get email from all around the world and outlook express seems to
translate the times correctly

could it be a missing GMT offset?
