yes, it might be more manageable, but only insofar as you know 
what all the other classes and styles are doing... if, jeebus forbid, 
we need to update the isaac.css for some reason, then how do we 
easily roll it out to feo?  someone has to go through line by line and 
modify stuff...  in fact, i think it would be easier to only have to 
worry about a sub-set of styles, neatly stored in their own CSS, 
when it comes to managing the global styles or the feo styles...

how?  if the style changer is designed to work with isaac.css, how 
do we modify it for every odd bit we're doing with feo?  why re-write 
the whole app for one sub-site?

and that is the only hard benefit i see... but once it's in cache...

i'm not totally opposed to merging them, but i think we should at 
least be aware that there are good reasons *not* to... i'm just trying 
to look down the road a bit and make sure we're not creating more 
work...
