yes, of course.  a visitor can gain a priv 1 simply by registering.

also agreed.  there's no reason that priv 2 users couldn't have a vote and
ask a priv 3 to take care of the results of that vote for them (ie,
grant/remove priv 2 from another user).  that's the way we've done it in the
past.  there's no reason we can't do that now.
