Regarding my suggestion that custom stylesheets be given a lowered priority,
a quick and effective solution might be to add a field to the member/user
table that allows each person to specify a URL for their preferred
stylesheet. If unused, it defaults to the, err, default. Otherwise they
could specify something hosted on a members MEO page, or on their own
machine, or whatever.

It would allow customisation, but cost minimal development time (add field
to db, alter user display/edit/update templates).
