Hi Ted,

The answer to all of your questions is "Yes".

Seriously, conceptualization and design are two things you should definitely
have an idea of before you set out to build a website.

I would recommend sketching on paper, then drawing it out in Photoshop..
Once you're happy with the way it looks in photoshop, THEN worry about
wrestling with the HTML..

Picking colors is hard.  I mean, harder for some of us than others, but for
me it's really, really hard.  There are resources to help you with this,
such as the Visibone color lab, but if you just don't "get it", consider
enlisting the help of an artsy friend, or if you're like me and all your
friends are beer-swilling rednecks who can't even match their clothes in the
morning (no offense y'all),  lynda has some cool stuff to say about color.
