You can also let agencies know you work on contracts from home.
Or you can take the route I took (which I don't know that I'd 
recommend) -- teach yourself while doing sites for little or nothing, 
and after some period of starving you'll have some knowledge and a 
client base, and then you can have a 'real' job.  Personally... if I 
had to do it over again... I'd visit the web sites above. :-)

Re: how to get those 'free' clients -- you must be kidding.  My god, 
everybody wants something for free.  In my case, I didn't start doing 
it for others.  I was interested in a scientific subject, and I asked 
some PhD's for permission to put their papers on a site I made for 
myself.  In the end the site didn't fly (not enough principals would 
contribute), but I made nice splash pages for those I had papers for, 
linked their papers to it, and there you go, they had a web site all 
their own, didn't cost them anything, and I had a few clients out of 
the gate, and we were all happy.  In fact the first web site I *ever* 
made, for one of those PhDs, this guy has got me tons of business 
over the years.  Another PhD I did a paper for, for her own website, 
later referred me to the biggest contract I ever got.  It's more than 
doing work; it's establishing a good relationship with everybody you 
talk with about the subject.  Word of mouth goes a long way in my 
reality.  

There are lots of groups that would love sites -- from help groups 
that might like discussion boards and libraries, to cubscouts or 
churches, even your favorite restaurant.  What about a web page 
featuring the volunteer fire dept.? -- might get that in the paper.  
The list is endless.
