While that is the first suggestion I would make, there is also another 
possibility that came up on the Fireworks newsgroup recently from Tor 
Langvand who was having this problem with his host. His host admin said:

incompatibility between the way our server software (Apache) writes
http headers and the way Microsoft expects to see them has resulted in
the unfortunate situation of some versions of IE being unable to cache
files downloaded from our servers. Our engineering team is in the
process of developing a fix to this situation, which, barring
additional problems, we hope to see in place by the end of this month.
Once this fix has been applied, our headers should be compatible with
IE, and your javascript roll-overs should function perfectly."
End quote

If other servers are configured the same way it could explain it.
