not to split hairs, but,
don't confuse *graphic* design with design.

graphics or imagery or visuals can certainly be content. they aren't design.
the *design* part come with choosing what visuals to express what content/
message/ idea/ feeling/ yadda/ yadda; choosing where and how those graphics
would be presented (layout, file format, optimization); and how the
presentation affects the content/ message/ idea/ feeling/ yadda/ yadda;
Design is problem solving.
Design can't be content unless you are talking *about* design
("Welcome to Bob's web design tips home page").
Design is the means to an end.
It doesn't exist without a purpose or a goal.

You can't have the "form vs content" fine art discussion with design.
Because design is method, it has no form, only practice.
