This is a job for Cascading Style Sheets!!

body { background-attachment:fixed; 
       background-image:url(blah.gif); 
       background-repeat:no-repeat; 
       background-position:center; 
     }

For "background-position", you can also use "top", "center", "bottom",
"left", and "right". You can also use a combination as well eg.
"background-position:top left;" to align to the top left corner.
