Can something be both off-topic AND a tip?

This feels like a philosophical question of sorts.

Some would probably say it either is an off-topic post OR it is a 
tip, but it cannot be both.

But then I might counter that many tips are off-topic.  Yet they are 
still tips.
And then someone would probably tell me to shut-up.

1. hang them in the strawberry patch to scare off the birds.
2. bit by bit, create a wall-sized mosaic (hi, Andrew).
3. create a coffee table for Barbie (use chunks of wood or a spool for legs).
4. decorate with paint/glitter, then dangle from ribbons for a 
holiday atmosphere any time of year.  (Works especially well when 
interspersed with strands of icicle lights....)
5. use for play-dough tool: good for cutting, scoring, & smashing 
play-dough, and can also be used as a base for small sculptures.

I collect old CD's in a manila envelope & keep them with the rest of 
my daughter's craft supplies.

BTW, you can forget about the webmonkey article that recommended 
slicing half of two  CD's and making globe-shaped christmas 
ornaments.  They're a bitch to cut & cutting makes sharp edges, and 
if it isn't perfect, it will be a waste.  Just leave them as flat 
disks and decorate them that way.

Keep it simple, keep it loose.
CDs possess a natural beauty with their rainbow iridescence.
