If the images are mostly a single color, then GIF wins the size race.  But,
if the image has lots of colors or changes colors a lot, then JPG is better,
though you will lose a small amount of detail.  Generally, GIF is used for
text and "low color" images (ie, 16-64 colors) while JPG's are generally
used for picture quality images.

That explaination is just the tip of the iceberg.  There are many resources
that cover this issue.
