not guaranteed, no...

you can set margin attributes in the body tag, but if the page isn't 
liquid, it won't work... also, if there's no vertical scroll in NN, then 
there will be a gap equal to the width of the missing scroll bar... 
and NN3.x and IE2.x and many other older browsers (or standards-
compliant browsers) will ignore those attributes anyway...

you can also try using CSS margin control, but that's gonna give 
NN4.x problems...
