[thelist] DTD question

I'm really kind of fuzzy about the whole DTD thing, but a coworker of mine
sent a question to me I figured yall would be able to help me with...

If you don't put a doctype tag at the top of an HTML document what DTD
does a browser default to?  Is the behavior generic across different
browsers?
